The Minister is prepared to provide for a penalty of six months for a public service worker who knowingly obstructs a procedure, as described earlier, in the unforeseen circumstance that there is destruction of the life of the unborn. Why would he provide for a penalty of six months on that basis when, under his own interpretation of section 22, he is prepared to imprison a woman for 14 years?
