The Minister is correct. My concern is that when a post becomes vacant in smaller institutions there is a responsibility on the institution to provide the service. It is not included in the formal recruitment process in the UK yet it seems to happen. It is a difficult for the Minister to respond to that but a genuine concern was articulated to us at the hearings. It has not been allayed by the comments today.
