The correct point you are making is that the letter of 12 October refers to a number which is substantially less than the number that we were already contemplating. That is what is in the report. The relevant piece is section 8.2, on ministerial sanction, and we are talking about the minutes of the board meeting of 20 October, which would have been discussed on the 24th.
