It is a tribunal. That is crystal clear. I remember the discussion of the amendment. The only two cases which were put to the people in the referendum that could weaken the total protection of Cabinet confidentiality under the Constitution were where the administration of justice by a court required it or pursuant to an application by a tribunal of inquiry established by a Minister or the Government. Those are the two ways in which a tribunal of inquiry can be established.
