I presume that Deputy Donnelly had this clear in his own mind. It reminds me of the grouping system in local authorities where a group of a quarter can come together to get a seat on a committee. In this situation there could be three different groups, each of more than a quarter coming out with three different proposals from the committee. I do not follow how-----
