I thank the Minister for his reply. Amendment No. 7 should not have been grouped with amendments Nos. 1 to 3, inclusive. Amendment No. 7 relates to cost and is a separate issue that we have not yet addressed. Amendments Nos. 1 to 3, inclusive, are about timing.
