The Commissioner is in a spat, whether he likes it or not. It is all very well for him to say the Garda was co-operating and there is no row. The ombudsman commission stated that there was an absence of training in this area and a culture of non-adherence to the guidelines and that the release of papers was highly unsatisfactory. The commission blames Mr. Callinan for the delay. He has palmed it off and said the Garda is co-operating with the commission but it is quite obvious that the commission's officials found that gardaí were uncooperative on this basis. What will Mr. Callinan do about this? I have reason to believe this is not only the case where they encountered this with the force.
