-----because I felt the Minister's consent was being sought in relation to borrowings and in relation to entering into a joint venture and that the agreement on those and the exposure of the authority came within what was agreed, in principle, by the Minister, and that the actual purchase price, as I said, was a commercial decision for the authority. I did not see in this particular circumstances that I had a conflict.
