Taking account of what happened last year, we are doing something different. We are completing last year's recruitment of posts and are already progressing this year's posts, even in advance of securing the other reductions that are required to balance our overhead. We need a swing of 4,000 to accommodate these posts, but we are not waiting for that to be delivered. There is an element of risk in terms of compliance with our ceiling requirements, but if we did not do it, we would produce the same result as last year's and we would not have a reasonable chance of recruiting for the posts in the year for which the money was provided. There will likely be a time-related saving, as we will not have all of the staff in post for the full year, but the money in question will still be available for mental health.
