Ultimately it could be. I will not try to give a definitive answer on it. One would certainly worry that with a prolonged period without public investment, when the economy takes off again there could be problems. With the economy so much smaller than it is, there are good reasons for saying we do not need the levels of investment we previously had or that might have been envisaged. This needs to be considered in a clear and strategic way.
