My second question is related, to an extent, and is specifically to do with the ethnic group aspect. In her submission, Ms Quilligan stated that the 40,000 Travellers in Ireland are recognised by many human rights groups, both nationally and internationally, as an ethnic group. She then made a comment about the argument from a legal perspective and stated it was recognised as being, and I believe she used the word, "watertight". Do the witnesses have information about the view of the present Attorney General? Has the Irish Travellers Movement ever been given a view from the Attorney General in with regard to that aspect of the issue?
