Yes; that is correct. Customers are penalised to begin with due to the fact that they are cash-strapped and cannot meet the standing order, and then when they put the standing order back in place they are charged a set-up fee. Obviously, people or businesses may be in dire financial straits to begin with, but they then get a double hit, which to me is unfair.
