The pressure that is on the new agency is to keep the children most at risk safe. Saving all the members who are present, the first time Mr. Gordon Jeyes appears in front of this committee to be abused by it will be when a child falls into real danger or when a child dies. The committee will not abuse Mr. Jeyes over the number of children who are staying out late at night, who are not adequately supervised and who are turning up in school with head lice, even through all such matters are good predictors of abuse to come.
