I have two small points to raise. I refer to upward-only rents on which there are different views. However, could there not be a constitutional amendment to address the problem? The Minister stated we cannot turn around the juggernaut without taking time. The countercyclical argument we make, namely, that significant investment can be made, is not pie in the sky but is used internationally. The troika - the Minister's boss, so to speak - stated that significant money was available through the National Pensions Reserve Fund, the European Investment Bank and the private pensions industry.
