I have noticed that third level institutions are interconnected. In America and Open University in Britain, there is a large move into the area of open learning. Open University calls it OpenLearn. One can watch lectures online. A major example in America is edx.org, through which people can study courses from Harvard, MIT and so on. One such course teaches how to create computer graphics. Institutes of technology and universities could co-operate in providing materials for use by people, including primary level teachers.

We are being broadcasted by UPC, but what is the public broadcaster doing to help this agenda?
