The perceived concern is that when information is provided under freedom of information in its original format, which may be a financial cost table, spreadsheet or database, such a record might reveal more than what the applicant is actually looking for. If someone wants to know the specific amount of money that was spent by Department under a certain heading, that is a factual and static piece of information. I can see the potential for manipulation that exists when people decide to create pie charts and tables, etc., in order to present the information in a better way. Is there a danger that information which is in a fluid state as it is drawn up can be interpreted incorrectly as a result of deliberate or accidental manipulation?
