The draft minutes of the meeting of 23 January have been circulated. Are they agreed? Agreed. If there are no matters arising, we will proceed to the main item on our agenda for today. Before we do so, however, I ask members and those in the Gallery to ensure their mobile phones are completely switched off for the duration of the meeting because, even when operating in silent mode, they cause interference with the recording equipment in the committee rooms. I have received apologies from Deputies Durkan and Smith and Senator Walsh who cannot be present as they are attending the removal of a councillor from County Kildare who passed away in recent days. I have also received apologies from Senator Norris.
