Section 15 places an obligation on the chief executive of each ETB to provide such information to the board regarding the performance of his or her functions as the board might from time to time require. This obligation relates specifically to the CEO's functions. Any function which is not declared by section 12 to be a function reserved to the elected members is, by definition, an executive function which is the responsibility of the chief executive. As human resource and industrial relations matters are not declared to be reserved functions, they are automatically executive functions. Therefore, the CEO is obliged to provide information relating to industrial relations matters to the ETB if the members require it and this amendment does not add to that provision. In view of this I do not propose to accept it.
