I certainly do not want to second-guess the President's discretion in that regard. I mentioned the issue because it may arise, but even if it does not arise it is my view that the legislation will find itself in the Supreme Court one way or another. The Oireachtas does not need to be afraid of that, however, because a dialogue could take place between the Legislature and the Supreme Court on the precise definition of our constitutional rights. That is a process in which the Oireachtas should engage.
