The Hennessy report worked within very specific terms of reference. It was based on a number of scenarios for waste growth and diversion in the Dublin region. It was not a value for money study. It was with regard to the quantum of waste in the Dublin region, policy instruments for the diversion of waste and examining whether to favour alternative forms of waste technology or solutions. These could have had implications for the plant so the report identified a series of scenarios within which the plant's financial framework could be affected.
