Under new funding arrangements for local government the household charge is to be replaced by the local property tax. How reliant will local authorities be on commercial rates as a sustainable way of funding local government? The funding base is broadening. Everybody will be making a contribution of one sort or another. Is it anticipated that the burden of commercial rates on hard-pressed businesses will be lightened in that case?
