Too much debt. Viable SMEs are trying to pay down debt. That is one of the issues they all have. They invested during the 2000s. If one thinks of an SME in 2007 or 2008, its business plan projection assumed the economy would probably have grown by 25% at this stage, yet it is now 25% smaller.
