Some of them can be. The Deputy asked why the local authorities might reject them. There are various reasons but the most common reason is the local authorities claiming there is already too much concentration of social housing in a particular location and for the sake of the socioeconomic mix, they do not want any more. We do not decide that. It is decided by the local authority with the housing associations. I hope that answers the Deputy's question.
