The reality is that if the bank were managing its loans properly, the owner would never have a free hand regarding leases in the first instance. When one would apply to have a lease approved, one would have to go to one's bank. We are ensuring this good practice applies. If an owner wants to get a new tenant, he should make an application to us stating the prospective tenant will pay a certain rent per annum. He would have to convince us this is best for the shopping centre.
