Scrutiny of EU Legislative Proposals

We will resume with scrutiny of a number of EU legislative proposals. The first is COM (2012) 332, a proposal for a regulation of the European Parliament and Council amending Council Regulation (EC) No. 1005/2008 establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.
It is proposed to discuss COM (2012) 256, COM (2012) 260 and COM (2012) 262 together. COM (2012) 256 is a proposal for a Council decision on the signature, on behalf of the European Union, and provisional application of the protocol agreed between the European Union and the Republic of Guinea-Bissau setting out fishing opportunities and the financial contribution provided for in the fisheries partnership agreement between the two parties currently in force. COM (2012) 260 is a proposal for a Council decision on the conclusion of the protocol agreed between the European Union and the Republic of Guinea-Bissau setting out fishing opportunities and the financial contribution provided for in the fisheries partnership agreement between the two parties currently in force. COM (2012) 262 is a proposal for a Council regulation on the allocation of fishing opportunities under the protocol agreed between the European Union and the Republic of Guinea-Bissau setting out fishing opportunities and the financial contribution provided for in the fisheries partnership agreement between the two parties currently in force. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 293 is a proposal for a Council decision establishing the position to be taken by the European Union within the General Council of the World Trade Organisation on the request by the Philippines for a WTO waiver to extend special treatment for rice. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 298 is a proposal for a regulation of the European Parliament and Council amending Council Regulation (EC) No. 850/98 concerning the conservation of fishery resources through technical measures for the protection of juveniles of marine organisms and repealing Council Regulation (EC) No. 1288/2009. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 345 is a proposal for a Council decision on the General Agreement on Tariffs and Trade, GATT, 1994 and relates to the modification of concessions in the schedules of the Republic of Bulgaria and Romania in the course of their accession into the European Union. COM (2012) 346 is a proposal for a Council decision concluding an agreement in the form of an exchange of letters between the European Union and United States pursuant to articles XXIV:6 and XXVIII of the GATT 1994 relating to the modification of concessions in the schedules of the Republic of Bulgaria and Romania in the course of their accession into the European Union. It is proposed that these proposals do not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 355 is a proposal for a decision of the European Parliament and Council amending Council decision 2008/971/EC as regards the inclusion of forest reproductive material of the "qualified" category within the scope of that decision and the updating of the name of the authorities responsible for the approval and control of production. It is proposed that this proposal does not warrant further scrutiny. Is that agreed? Agreed.

COM (2012) 357 is a proposal for a Council regulation to guarantee the supply of certain fishery products to Union processors from 2013 to 2015. It is proposed that this proposal warrants further scrutiny by way of a letter being sent to the Secretary General of the Department of Agriculture, Food and the Marine stating the committee is keeping a close watch on all developments in the Common Fisheries Policy negotiations, including this proposal. The committee supports the Department's negotiating position on the proposal and asks to be kept informed of all developments, specifically, any attempt to increase the volume of certain imports of fish products subject to decreased duties or to reduce the duties even further or both. Is it agreed that the proposal warrants further scrutiny? Agreed.
