The levying and collection of rates are matters for each individual local authority. The annual rate on valuation (ARV), which is applied to the valuation for each property, determined by the Valuation Office, to obtain the amount payable in rates, is decided by the elected members of each local authority in finalising its annual budget. Rates income data are published by local authorities in their Annual Financial Statements. 2012 is the latest year for which audited local authority Annual Financial Statement data are available. Rates collection percentages for the years 2010, 2011 and 2012 are set out below.
It is important to note that commercial rates income is shown in local authority budgets gross of write offs, vacancy refunds, etc. The arrears reported include amounts relating to arrears brought forward from previous years, which tends to reduce the overall collection percentage reported.
