HSE Staff Remuneration

To ask the Minister for Health if he will list all the non-core payments of middle and senior management staff (non-medical) in the Health Service Executive in 2012 non-core meaning overtime, bonuses, including sponsored trips, hospitality events, benefits in kind or any other payments not defined as basic; and if he will make a statement on the matter. The Health Sector Consolidated Salary Scales, which are prepared and issued by my Department, set out the rates of pay and allowances for staff in the public health service. These scales were revised in July 2013 to take account of the reductions provided for under the Financial Emergency Measures in the Public Interest Act 2013. Public service pay policy requires that the salary scales must be strictly adhered to and no employee should receive remuneration in the nature of pay and allowances of an amount greater than the amount prescribed. The remuneration arrangements for health service personnel are subject to approval by the Minister for Health, with the consent of the Minister for Public Expenditure and Reform.

In accordance with Section 25(3) of the Health Act 2004, the HSE has prepared a Code of Standards and Behaviour which applies to all employees and which, in line with normal public service practice, includes appropriate provisions regarding the receipt of gifts or benefits from third parties.

I have asked the HSE to respond directly to the Deputy with the more detailed information requested.
