Question 388: To ask the Minister for Social Protection the procedure to be followed in the case of a person (details supplied) in County Kildare who was refused back to education allowance on the grounds of having a previous qualification, who is required to do further education as the qualification he holds is not suitable for the teaching profession; and if she will make a statement on the matter. To qualify for a back to education allowance, a person must be undertaking a course of education which leads to a qualification which is higher than that which the applicant already holds. The person concerned applied for a back to education allowance in respect of a level 8 postgraduate higher diploma. His application was refused as he already holds a level 9 qualification.
