The position regarding the applicant's status at the time of his application under the Afforestation Scheme in 1997 was addressed in my detailed response to you dated 16 June 2011. This matter has already been dealt with, on appeal, by my Department. In the absence of new and substantive evidence to support the contention by the person named that he was a farmer in 1997, despite his statement to the contrary as part of his application, the decision to award him the non-farmer rate must stand.
