Question 88: To ask the Minister for Finance his plans to take submissions on the review of the universal social charge included in the programme for Government; if the process of review will be advertised to members of the Houses of the Oireachtas; when he expects the review process to open and conclude; when the findings of the review will be implemented; and if he will make a statement on the matter. There is a commitment in the Programme for Government to carry out a review of the Universal Social Charge (USC). As I have stated before in the house, I would encourage all interested parties to join the review of the USC by way of submission to my Department. My Department is currently accepting submissions from interested parties, however, if changes to the USC are being proposed I would request well thought-out and workable solutions to fill any revenue gaps created. The focus must be on maintaining the €4 billion yield.

It is anticipated that the review will be carried out over the coming months and be completed in time for Budget 2012.

When the review has been completed and the findings and recommendations are presented to me, I will decide on the appropriate action to be taken.
