No, I do not believe so. If one examines specialist qualification allowances, a significant number in excess of 20, we already pay a dedicated allowance for nurses who possess a higher diploma in midwifery. If a nurse wants to practice midwifery, we will pay him or her a higher allowance. We are not saying, however, that it is an essential prerequisite to be a public health nurse working in primary care.
