Non-Productive Investments (NPIs) are provided for within the Agri-Climate Rural Environment Scheme or "ACRES".

I can confirm that payments in respect of the implementation of NPIs are ongoing, with almost €8.48 million issuing amongst 3,489 farmers to date.

A payment claim for the 2023 annual work year was lodged in respect of this herd and has now issued. A separate claim in respect of the 2024 annual work year was also submitted. The required functionality in relation to cases where an NPI inspection has taken place is under development and is expected to be ready to be deployed in the near future. My Department is in regular contact with the person named to keep them updated on these developments.

To ask the Minister for Agriculture, Food and the Marine if he will investigate a dual claim affecting a 2025 basic income support for sustainability (BISS) application (details supplied); the reason for the dual claim; the steps required to resolve the matter; and if he will make a statement on the matter. This applicant submitted a Basic Income Support for Sustainability (BISS) and other area-based schemes application on April 10 2026.

As set out in the Terms and Conditions preliminary checks are carried out on applications for any non-compliance in the areas of over-claims, dual claims and overlaps.

Farmers and their agents are notified via the online system and offered the opportunity to rectify any such non-compliance with no penalty applied where the non-compliance is fully rectified by 22 June 2026.

On June 11 2026 the above named applicant was notified of a dual claim on five parcels of land. The advisor for the above named applicant replied on June 15 2026 indicating that they had a right to the lands in question in 2026. The other party, who were separately notified, have withdrawn their claim on the lands and therefore the dual claim has been resolved fully.
