100. To ask the Minister for Foreign Affairs and Trade the position on the current EU allocation under the proposed Multiannual Financial Framework (MFF) for the AgoraEU programme, specifically in the context of ensuring civil society, independent journalism and culture safeguarding European democracy; and if Ireland will be seeking an increase in this allocation during the MFF negotiation process. The Government recognises that culture and cultural heritage, the audiovisual and media industries, and the promotion and respect for the European Union’s values are key pillars of European society. The AgoraEU programme under the next Multiannual Financial Framework will have an important role in supporting this.

Ireland is evaluating proposals for the next MFF, including overall financial volume and allocations for programmes, as a package and views it essential to ensure our contribution levels are fair, our core expenditure priorities are met and that the post-2027 MFF provides clear added value at EU level. We must ensure the budget provides value-for-money, is fit for purpose and respects fundamental freedoms and Rule of Law.

While responsibility for Ireland’s approach to negotiations on this Regulation sits within the Department of Culture, Communications and Sport, the Department of Foreign Affairs and Trade and Department of Finance jointly coordinate Ireland’s position on the overarching MFF package.

The Education, Youth, Culture and Sport (EYCS) Council agreed a partial general approach on the proposed Regulation at its most recent meeting on 12 May 2026, which Ireland supported.

Ireland’s term as EU Presidency will take place during the second half of 2026. The MFF negotiations will be an important feature of the Presidency. The Government is fully committed to acting as an honest broker in negotiating workable compromises for an ambitious budget for the EU. We will listen to all Member States and will act in the interests of the EU as a collective.
