To ask the Minister for Housing, Planning, and Local Government the methodology currently being used to determine the social housing targets for each local authority area; the data sources used; the assumptions underpinning the methodology; and the rational for the targets that are to be set. Under Delivering Homes, Building Communities 2025-2030, the Government is targeting the delivery of 300,000 new homes by 2030, including 72,000 social homes over the lifetime of the plan. My Department is currently reviewing data sources and methodology in order to prepare provisional individual social housing targets out to 2030. Following completion of this exercise, there will be engagement with local authorities, the Housing Delivery Coordination Office and the CCMA prior to finalisation of targets.

It should be noted that the existing social housing targets run to the end of 2026. These targets were developed based on the social housing waiting list for each local authority and data obtained from the Housing Needs Demand Assessment, which profiles future demand for social housing. Officials in my Department consulted with the CCMA and the Housing Delivery Coordination Office on the methodology and development of the targets.
