To ask the Minister for Transport, Tourism and Sport to provide details of engagements between his Department and the Department of Foreign Affairs and Trade since the publication of the Programme for Government regarding the issue of the importation of biodiesel and hydrotreated vegetable oil (HVO) from the United States of America; when the most recent engagement occurred; the agenda and outcomes of those engagements; and if he will make a statement on the matter. To ask the Minister for Transport, Tourism and Sport his view on the issue of EU anti-dumping and anti-subsidy duties on US-origin hydrotreated vegetable oil (HVO); if he intends to raise the matter with his EU Council counterparts at the earliest upcoming meeting; if he has concerns with current market conditions; his specific views on pricing and security of supply; his up-to-date view on commitments in the Programme for Government regarding the road transport fuel obligation mandate; and if he will make a statement on the matter. I propose to take Questions Nos. 260 and 261 together.
As the Deputy is aware, the European Commission has imposed an anti-dumping duty on imports of biodiesel and HVO from the USA noting that otherwise the Union industry would be faced with unfair competition from US biodiesel producers.
These duties are set to continue until they are due to expire in 2026, and the Commission has not yet consulted with Member States on a possible expiry review in 2026.
When the Commission consults with Member States on this, my Department will engage with the Department of Foreign Affairs and Trade to ensure that EU trade measures are implemented in a way that does not undermine Ireland’s ability to meet climate targets and security of fuel supply.
