To ask the Minister for Environment, Community and Local Government the agencies responsible for ensuring that waste and recycling collection companies meet the obligations under their licences; the frequency with which inspections take place; and if he will make a statement on the matter. All waste collection companies require a licence from the National Waste Collection Permit Office in order to collect waste. A standard set of conditions are attached to each permit. Local authorities are statutorily responsible for enforcement of the permit conditions and of waste legislation in their functional areas while the Environmental Protection Agency (EPA) is responsible for enforcement and inspection of licensed sites.

As such, any questions regarding enforcement of licences and/or permits should be addressed to the relevant local authority or EPA as appropriate.
