I propose to take Questions Nos. 1293 and 1302 together.

The purchase of the Citywest site had been progressed with a strong commitment to engagement with the local community and the Department's Community Engagement team is working closely with local community leaders, community groups and stakeholders.

Between 01 July – 28 October 2025, 15 meetings have been attended by the Community Engagement Team with community stakeholders. This excludes ongoing engagement planning meetings with representatives of the Local Authority and the Local Development Company, in line with the commitment to co-design the engagement plan.

46 community-based organisations, including residents’ associations, sporting organisations and NGOs have been invited to attend meetings between the Community Engagement Team and community stakeholders.

These organisations were identified to the Community Engagement Team by local elected representatives, the Local Authority, through the Public Participation Network or made direct contact with the Community Engagement Team.

The Department is committed to ensuring that the local community has access to accurate information. To date, the Community Engagement Team has issued a total of 10 information notes – eight to local elected representatives and two to community stakeholders – providing information about the development. In addition, the department published and maintains the dedicated webpage at www.gov.ie/citywest.

To ask the Tánaiste and Minister for Justice and Equality if his Department has access to airline databases to monitor the departure of Ukrainians who were in temporary protection and who have decided to leave the State; if he will provide details of such movements between 1 January 2024 to date in 2025; and if he will make a statement on the matter. Beneficiaries of Temporary Protection (BoTP) hold temporary permission to remain in Ireland, and this permission is renewable on an annual basis as long as the EU Temporary Directive remains in force.

Temporary Protection (TP) has been granted to 19,538 people from 1 January 2024 to 26 October 2025. Of those, 635 have voluntarily withdrawn from Temporary Protection which involves returning the original Temporary Protection Certificate.

As there are no routine exit checks on people leaving the State it is not possible to say how many beneficiaries of temporary protection have left Ireland in total.

The Advance Passenger Information (API) regulations require airlines to submit inward passenger data for border management and immigration control. The API regulations, as provided for in the existing API Directive (2004/82/EC), do not provide that Ireland may require the collection of API by carriers in respect of outbound flights.
