Under the Road Safety Authority Act 2006, the Road Safety Authority (RSA) has statutory responsibility for the National Driver Testing Service. This includes all application and scheduling matters. As such, the information requested relating to no shows for the driving test is held by the Authority.
Therefore, I have referred the Deputy's question to the RSA for direct reply and I would ask the Deputy to contact my office if a response has not been received within ten days.
The Deputy may wish to note that the RSA publish detailed monthly information on the driver testing service on the CSO website, including the breakdown of waiting times, no shows and distribution of testing capacity by test centre. This information is available at the following link: .

366. To ask the Minister for Transport, Tourism and Sport the reason the action from the RSA 2013 Road Safety Strategy (2013-2020) to ‘reduce long term reliance on multiple learner permits by introducing measures to ensure learner permit holders sit a driving test before they can obtain a subsequent learner permit’ was not delivered; and if he will make a statement on the matter. As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that the Department is committed, under Action 7B of the Road Safety Strategy Phase 2 Action Plan, to addressing the matter of learner drivers with multiple successive learner permits. It is intended to require learner permit holders to complete a driver test prior to renewal after holding a permit for 4 years.
Although it was intended to develop proposals for implementation in relation to multiple learner permits, driver testing waiting times following Covid restrictions meant that driver test waiting times were considerably extended. Therefore, it was considered that further pressure on the demand for driver tests, arising from the proposals, could not be accommodated at that time.
I am informed by the RSA that the national average wait time for a Category B driving test is now 10 weeks. This marks a significant improvement on the 27-week national average wait time reported at the end of April and marks a return to the 10-week service level agreement (SLA) target.
