119. To ask the Taoiseach and Minister for Defence the progress made on the gap analysis of skills sets in the Permanent Defence Forceto identify potential roles for members of the Defence Forces Reserve with specialist skills; the efforts he has made to date in 2019 to progress the initiative; when the gap analysis will report its findings; and if he will make a statement on the matter. Preliminary work has been undertaken on a Gap Analysis of skill sets within the PDF, to identify the frequency of gaps and appropriate measures to address them. The scope of the project is under consideration.

A project to identify individuals in the First Line Reserve, Army Reserve and Naval Service Reserve with relevant professional qualifications and their potential availability, was paused pending progress on the wider Gap Analysis project referred to above.

The work undertaken on these projects will also now inform and complement relevant projects of Phase One of the High Level Implementation Plan for the recommendations of the Public Service Pay Commission's report on recruitment and retention issues in the Permanent Defence Force.
