65. To ask the Minister for Foreign Affairs and Trade the way in which the public competition for election observers and the specific subject of disability will be in line with the Civil Service public equality duty; if requests for appeal on the grounds of disability will be independently considered; the arrangements in place for election observer appeals; the arrangements made for disabled applicants; and if he will make a statement on the matter. I refer the Deputy to the responses to previous Parliamentary Questions No. 60 and 61 of 23 January 2019. In line with the Public Sector Equality and Human Rights Duty, in the event of any candidate with a disability requesting a reasonable accommodation at the time of application, such a request would have been given full and thorough consideration. No request for reasonable accommodation was received by the application deadline.
In the interest of fairness, an appeal mechanism was available. A number of prospective volunteers submitted an appeal. The Appeals Panel has yet to finish its deliberations. In the interest of fairness to all candidates, the Appeals Panel cannot consider new information which was not provided at the time of application.
