In order to comply with EU requirements, the 2013 Single Payment Scheme application of the person named was one of a number selected for a Cross Compliance inspection. During the course of this inspection breaches were identified in relation to the sheep identification and registration requirements, specifically relating to census and dispatch docket discrepancies and the failure to maintain a flock register, resulting in a 5% penalty being recorded. However, as similar breaches had been recorded at an inspection within the previous 3 years, rules relating to repeated non-compliances were applied as per the EU regulations governing the scheme, and a 15% penalty was recorded for 2013. The person named was notified of this decision on 24 May 2013.

A review was requested and a letter, upholding the original inspection decision, issued to the person named on 15 July 2013. The person named has appealed this decision to the independent Agriculture Appeals Office and an oral hearing was conducted on 23 April 2014. The person named will be informed of the outcome of the appeal as soon as it is available.
