Catherine Murphy: Okay. I want to ask a few more questions. Recently, a number of people, including children, arrived in the country, at Wexford, in a container. They disappeared within a very short period. They may well have thought they were going to the UK. It is unusual. How would the Department follow up on that?

Catherine Murphy: With regard to Walter Scott House, which is a smaller facility than the one that was at Harcourt Square, things have changed owing to remote working, and hot desks and the like are far more prevalent than before the pandemic. Are there residual costs for Walter Scott House in relation to carparking?

Catherine Murphy: I will ask a parliamentary question on that, so. On the coroner service, we passed legislation last night. I am not sure whether it has gone through the Seanad but the Dáil certainly passed Final Stage. What happens in this regard in terms of the regulatory impact assessment and requirements for additional staff? There are delays in the coroner courts. They really do affect people...

Vote 24 - Justice
Vote 21 - Prisons
(15 Feb 2024)

Catherine Murphy: It is very expensive to keep somebody in prison. If we are to look at it from a financial point of view, apart from the personal impact on prisoners and ex-prisoners, it amounts to €88,000 per annum. Dr. Regan has described what happens and the targeting of particular prisons. One can say that this is really quite strategic. Would the witnesses say there is more support for a...

Catherine Murphy: It is quite useful to have it said that all the services are in one place at the first point of engagement. We are acutely aware of the inadequacy of services in the community in terms of children, disability and mental health issues. We can see where it is going. If we do not spend the money there, we spend it later on, and possibly on multiple occasions if people end up in prison repeatedly.

Catherine Murphy: The Department obviously does some work with the HSE on medical facilities within prisons. We heard about that earlier. I refer to the children's disability network teams. From what I have seen, some of the most dedicated parents have huge challenges and have ended up in hospital following attacks. It is more of a brass plate than it is anything else. The silo based on some of these...

Catherine Murphy: It is so important that the Department of Justice talks to people working on other areas of policy because otherwise we are just going to go around in circles on this.

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Catherine Murphy: The witnesses are very welcome. I have a very strong memory of the discussions that took place here on Templemore and the associated issues. The discussions took place in May 2017. There are probably only about half a dozen issues that stand out from that Committee of Public Accounts and that is one of them. It took 12 weeks for the committee to write its report and then took six years and...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Catherine Murphy: I got Mr. Justice MacCabe's letter of 16 November. It tells us a little bit of something that the witnesses might confirm. I have often spoken of the lack of resources available and acknowledged that has an impact on the ability of GSOC to do its work. Mr. Justice MacCabe referred to the complexity of the investigation and suggested there was not great co-operation between OLAF and GSOC...

Public Accounts Committee: Financial Statements 2022 - Garda Síochána Ombudsman Commission (8 Feb 2024)

Catherine Murphy: When it came to it, he was interviewed for just one hour by GSOC, yet he had a lot of correspondence. When someone is there who clearly has knowledge and could have assisted, why was that assistance not availed of? He made it clear he was available to provide further information. This might give us an insight into the workings between the gardaí, the Commissioner and GSOC. Will the...
