Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Irish Insurance Federation (19 Mar 2013)

Catherine Murphy: Is information shared?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Irish Insurance Federation (19 Mar 2013)

Catherine Murphy: Is information shared about areas that have experienced problems? Is there one location where the information is centralised?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Irish Insurance Federation (19 Mar 2013)

Catherine Murphy: Except if one lives near a riverbank.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Kildare County Council (26 Mar 2013)

Catherine Murphy: I thank the witnesses for their attendance. As they are aware, the joint committee is doing a report on flooding and insurance. Of the various elements involved in this issue, prevention is the best. Bodies such as the Irish Insurance Federation have called for more money to be spent on flood alleviation measures. I proposed that the joint committee invite some of those who have direct...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Kildare County Council (26 Mar 2013)

Catherine Murphy: There was another point, arising from letters I received, about areas where there is no experience of flooding. Perhaps that issue could be taken up by the County and City Managers Association, although I do not know if that is possible.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Kildare County Council (26 Mar 2013)

Catherine Murphy: Would that have been helped by the river being a managed river and a major water source at Poulaphouca and Leixlip? There is an ongoing dialogue with the local authorities along the way. I imagine that the ESB might not be as involved in other waterways, although it has been involved on the Shannon and its involvement in Cork has been very prominent.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Private Residential Tenancies Board: Discussion with Chairperson Designate (16 Apr 2013)

Catherine Murphy: I thank Ms Walsh for her opening remarks and for the information she gave us prior to the meeting today. I shall pick up on the point made about the 33 staff. Obviously the board is not a private company and there is a mountain of work to be done. The one thing that the board must have is authority. People must be confident that if they approach the board their issue can be remedied in a...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Private Residential Tenancies Board: Discussion with Chairperson Designate (16 Apr 2013)

Catherine Murphy: In my experience, constituents from all sides of the debate, whether they are landlords, tenants or neighbours, will approach me with issues. Frequently, neighbours will contact me about anti-social behaviour rather than the landlord or tenant. That is how the problem presents itself in the first place. I tend to advise my constituents about the PRTB remedy, although I give a health...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Irish Film Board: Discussion with Chairman Designate (23 Apr 2013)

Catherine Murphy: Mr. O'Herlihy said earlier that when he was asked about taking up this position, he had to think about it. What was there to think about?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Irish Film Board: Discussion with Chairman Designate (23 Apr 2013)

Catherine Murphy: I presume this will involve a certain number of meetings and familiarity with the work of the board and its strategy. There will be a relationship with the Minister as well. That is where topics like capital funding arise. The idea we could double numbers in full-time employment in the sector from 5,000 to 10,000 over such a short period of time sounds slightly fanciful. Some of this,...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: 7th Environmental Action Programme: Discussion (30 Apr 2013)

Catherine Murphy: Mr. Macken says the proposal is strategic in nature while also referring to operational issues. I find it difficult to tie the two of those together. I am trying to think of what will be the practical application of the seventh programme. To get a sense of where people fit into this, I have been looking at some of the practical things that have been done elsewhere. The Haringey carbon...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: 7th Environmental Action Programme: Discussion (30 Apr 2013)

Catherine Murphy: I drew attention to some practical initiatives undertaken as pilot projects in communities and where there was a co-responsibility with the community and agencies working on the ground. There were recommendations not to do with where a recycling facility should be located but with a buy-in in terms of changing people's attitudes, which is a driver in its own right. That is the point I was...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Traveller Accommodation: Discussion (14 May 2013)

Catherine Murphy: I thank all the representatives for their presentations. As there is much to take on board I think some of it will be for another day. It goes without saying that basic sanitation and a roof over one's head is a fundamental human right. I reiterate what Deputy Ellis said in that there is a major housing crisis. Unfortunately, people could be pitched against each other in that housing...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Traveller Accommodation: Discussion (14 May 2013)

Catherine Murphy: For standard housing, funds cannot be drawn down under the Traveller-specific programme if people opt for traditional housing. We might be double counting in this regard.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Climate Change: Discussion (21 May 2013)

Catherine Murphy: I thank the delegates for their presentations and for the documents that have led to this point. There seems to be a conflict in the advices of the current and previous Attorneys General. The Government does not publish that advice, but it was the basis for not including targets. It is important that we understand the reasons for the decision. Were they purely financial? Was it a...

Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Housing (Amendment) Bill 2013: Committee Stage (22 May 2013)

Catherine Murphy: As stated during the Second Stage debate, I support the Bill in principle. I have been contacted by a number of people about the new rent strategy and how matters may play out for them in that regard. For example, will a single person over-accommodated in a three-bedroom house or two bedroom flat which has been his or her home for a long time be permitted to remain in his or her home? I...

Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Housing (Amendment) Bill 2013: Committee Stage (22 May 2013)

Catherine Murphy: I have one other question which may not be relevant to this Bill. However, housing is a dominant issue for all of us. If there is one issue about which people consistently approach members, it is housing. Have the locations for the pilot schemes been selected yet? I presume they will be in areas in respect of which there are lengthy waiting lists for houses. Also, will additional money...

Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Housing (Amendment) Bill 2013: Committee Stage (22 May 2013)

Catherine Murphy: If there is insufficient money in terms of the business plan, will people have to pay significantly more than they are currently paying? I know that many people in my area are topping up rent payments. In terms of the business plan, is consideration being given to increasing the amount which the tenant will pay or is it proposed that under the new scheme they will pay similar amounts to...

Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Residential Tenancies (Amendment) (No. 2) Bill 2012: Committee Stage (30 May 2013)

Catherine Murphy: I accept the necessity of these provisions. The key issue is the safeguards in terms of who will make the call on the termination of a tenancy and what engagement there will be with the individual concerned. People will sometimes fight to stay in a particular property, even where it no longer meets their needs. If a tenant is happy with the alternative accommodation offered, there is no...

Committee on Environment, Culture and the Gaeltacht: Select Sub-Committee on the Environment, Community and Local Government: Residential Tenancies (Amendment) (No. 2) Bill 2012: Committee Stage (30 May 2013)

Catherine Murphy: The Minister of State referred to advocacy groups, some of which I know well and I would be very happy if they were the advocacy groups in this respect, but will they have a specific function in being advocates? The issue may not only be that the person concerned is wheelchair bound but often whether the person concerned can have soft supports, as it were, from his or her neighbours. We all...
