Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (31 May 2023)

Niamh Smyth: I welcome the announcement the Minister, Deputy Foley, has made about a €5 million pilot project for counselling and mental health support services in primary schools in Cavan-Monaghan. We are thrilled about that and we know it is much needed. I take the opportunity to ask the Minister of State, Deputy Butler, whether she will consider my plea for a Jigsaw service for Cavan-Monaghan....

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (8 Mar 2023)

Niamh Smyth: ...the matter of the N2, Ardee to Castleblayney road scheme, which is a critical piece of infrastructure under way by Monaghan County Council. The design process commenced in 2018. We have spent €5 million on it to date. Some €600,000 was allocated to the project this year for 2023 which Transport Infrastructure Ireland, TII, stated was intended to meet current project...

Joint Committee on Tourism, Culture, Arts, Sport And Media: General Scheme of the Online Safety and Media Regulation Bill: Discussion (Resumed) (21 Jul 2021)

Niamh Smyth: ..., the three "P"s of prevention, protection and proactive change provide some really good highlights for us to use. I hope we can protect our citizens as Australia has done so well. We have just 5 million people compared with Australia's 26 million, but we have work to do in order to protect them. We certainly intend to deliver on that. I thank the witnesses for joining us from the...

Ceisteanna Eile - Other Questions: Mental Health Services (9 Sep 2020)

Niamh Smyth: I support my colleague. The Minister mentioned a financial package of €5 million for additional student counsellors and to recruit additional psychologists for institutes. I am concerned that the Cavan and Monaghan Education and Training Board, Cavan Institute and Monaghan Institute will miss out on this very important funding. I ask that the Minister consider this in future...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Arts Council (6 Nov 2019)

Niamh Smyth: The Minister has made the point that the €1.2 million funding to enhance the work of the Arts Council to support performing artists and the €3.7 million funding are reallocations of funds. It is a bit disingenuous to say that the council's funding has been increased by €5 million when all the Minister has done is given it the remit to do what it should have been doing in...

Financial Resolutions 2019 - Financial Resolution No. 9: General (Resumed) (9 Oct 2019)

Niamh Smyth: ..., Dr. Kevin Rafter, the chairman of the Arts Council, indicated that he expected an increase of approximately 10% in the Arts Council budget. The National Campaign for the Arts had anticipated a 15% increase in the budget. Screen Ireland, in its pre-budget submission, had sought at least €20 million in funding from the 2020 budget. Instead, the allocation of an additional...

Priority Questions: Departmental Expenditure (23 Jan 2018)

Niamh Smyth: ...the funds in total have been spent on media and the promotion of the Creative Ireland programme, especially under the heading of citizen engagement. In 2017 the budget for creative Ireland was €5 million. Of this €0.9 million was spent on citizen engagement. Almost €400,000 was spent on supplements and articles in national newspapers, €245,000 was spent on...

Other Questions: Arts Funding (14 Nov 2017)

Niamh Smyth: ...approach to support and assist artists and creative industries across the country. The Minister knows the chair of the Arts Council publicly expressed her disappointment at the additional €3 million allocation to the Arts Council budget, stating it would severely hamper its ability to broaden supports to artists and organisations nationwide. An additional €8 million...

Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (12 Oct 2017)

Niamh Smyth: ...spoke for all when she expressed her deep disappointment at the paltry increase for the council, which is the main and essential support for the arts in Ireland. The council's grant for 2018 will go from €65 million to €68 million, which is stand-still money representing an unrealised expectation. The announcement of Creative Ireland remains just that, an announcement. It...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates For Public Services 2017: Vote 33 - Arts, Heritage, Regional, Rural and Gaeltacht Affairs (4 Oct 2017)

Niamh Smyth: The Minister spoke about the €5 million assigned to Creative Ireland. When we get into the nitty-gritty, we see that no money was actually set aside for the delivery of Creative Ireland in terms of programming. What is the Minister hoping to do in terms of setting aside actual funding for the delivery of Creative Ireland? How much does she intend to apportion to each of the pillars,...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates For Public Services 2017: Vote 33 - Arts, Heritage, Regional, Rural and Gaeltacht Affairs (4 Oct 2017)

Niamh Smyth: I put it to the Minister that, in respect of the €5 million, there was no fund or pot of money that allowed people to apply to Creative Ireland for specific programmes or anything of that nature. The Creative Ireland €5 million to which the Minister keeps referring relates to the marketing of the idea of Creative Ireland, which amalgamates and promotes what was already...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates For Public Services 2017: Vote 33 - Arts, Heritage, Regional, Rural and Gaeltacht Affairs (4 Oct 2017)

Niamh Smyth: That is the point I am making. The €5 million allocated in respect of Creative Ireland was really spent on public relations for all the things that were already happening within our local authorities.

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates for Public Services 2017
Vote 33 - Arts, Heritage, Regional, Rural and Gaeltacht Affairs (Revised)
(11 May 2017)

Niamh Smyth: ...with local communities from all walks of life, both professional and amateur, and she has managed to encompass the visual, literary and performance elements. As for the expenditure of the €5 million, how much has been spent so far? Have the workshops that were being held nationwide taken place in each local authority? What is that costing, including the promotion of the...

Niamh Smyth: -----we have €5 million and five pillars, and €1.6 million has been spent on public events. Education is hugely important. How much of the money will be spent on the education stream of the five pillars?

Select Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Estimates for Public Services 2017
Vote 33 - Arts, Heritage, Regional, Rural and Gaeltacht Affairs (Revised)
(11 May 2017)

Niamh Smyth: I am only trying to get the figures straight in my head, I am not trying to trip up the Minister. There is €5 million, and €1.6 million has been spent on actual public events. What the Minister is really saying is of the €5 million there is nothing specific for the arts in education and the Minister is depending on the Arts Council and its funding stream to fund it.

Vote 33 - Arts, Heritage, Regional, Rural and Gaeltacht Affairs (Revised)
(11 May 2017)

Niamh Smyth: I appreciate that, but I am focusing on arts in education. None of the €5 million is specifically for arts in education, and the Minister is depending on the Arts Council and its funding streams to implement it. Am I right?

Niamh Smyth: The allocation of €5 million for Creative Ireland is separate from and not additional to the delivery of arts in education, which continues to be delivered by the Arts Council.
