Financial Statements 2022 - The Housing Agency
Report on the Accounts of the Public Services 2022
Chapter 11 - Utilisation of the Land Aggregation Scheme Sites
(14 Dec 2023)

Colm Burke: On the issue of accountability, to return to the LAGS and the acquisition of land, I will give two examples. Naas Town Council acquired 5 h of land for over €8 million, which works out at around €2 million per hectare. Likewise, Cork County Council acquired land at a cost of over €700,000 per hectare in 2001. There did not appear to be any accountability at that stage....

Investment in Healthcare: Statements (19 Oct 2023)

Colm Burke: ...the Minister has done over the past two to three years. There are challenges in healthcare provision and a supplementary budget will be needed to deal with the expenditure of an additional €1.5 billion this year. There are issues we need to look at in dealing with healthcare. It was interesting to hear the Sinn Féin spokesperson on health acknowledging that the health...

Public Accounts Committee: 2021 Financial Statements of the State Claims Agency: Discussion
Chapter 20: Management of the Clinical Indemnity Scheme of the Report on the Accounts of Public Services 2021
(2 Mar 2023)

Colm Burke: That is far higher than what it is in Ireland in real terms, considering that the population of the UK is 56 million. If we divide that figure by 5 million, we get around 11. If 513 million is multiplied by 11, we will only get around 5.5 billion. In other words, the UK has a far higher level of claims in real terms if the annual cost there is £13.3 billion.

Joint Oireachtas Committee on Health: Proposed Appointment of Chief Medical Officer to a Role at a Higher Education Institution: Discussion (4 May 2022)

Colm Burke: ...where there is a new children's hospital being built, with two thirds of the funding coming from the state but the remainder coming from people contributing, whether it is people contributing $5 per month or pharmaceutical companies contributing major money. The whole project is $3.8 billion. They must raise $1.2 billion themselves and so far they have raised more than $900 million. ...

Public Accounts Committee: 2020 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 20 - An Garda Síochána
(31 Mar 2022)

Colm Burke: ...that there are sufficient mechanisms in place to expedite projects and deliver them in a timely manner thus avoiding increased costs? It seems to me that when a project is estimated to cost €5 million, it will cost €10 million by the time it is built. Does he believe we should review the whole process?

Nursing Homes Support Scheme (Amendment) Bill 2021: Second Stage (Resumed) (19 May 2021)

Colm Burke: ...It has been a very difficult 18 months for everyone. The current scheme provides that 80% of the person's income goes towards nursing home cost. If they are the owner of a dwelling house, it is 7.5% per annum for a maximum of three years, so the maximum that can be taken when a person has a dwelling house is 22.5% over that three years, if they survive for that period. The same cap does...

Financial Resolutions 2020 - Financial Resolution No. 7: General (Resumed) (14 Oct 2020)

Colm Burke: I welcome the budget and the additional €4 billion in funding for health services. We are talking about an additional 1,146 acute beds. The number of critical care beds is to increase from 255 to 321. However, this is not just about beds. It is also about ensuring access to theatre space and facilities like X-ray and MRI. It is important that there is a co-ordinated approach to...

Health (Amendment) (Professional Home Care) Bill 2020: Second Stage [Private Members] (24 Sep 2020)

Colm Burke: ...standards to be put in place for professional carers, as opposed to informal carers, engaged in the provision of care for people who live in their own home. The number of people aged over 65 has increased in the past four years, from 629,000 to 720,000. This is an increase of 90,000. By 2030, there will be 1 million people over 65 in this country. Over recent years, the number of...

Seanad: The Future of Europe and the Value of European Union Membership to Ireland: Statements (5 Mar 2019)

Colm Burke: ...in ensuring we do not deviate from what was agreed. It is important that when we consider Europe, we think about our access to markets. With the United Kingdom in the Union, we have access to 500 million people, and when it leaves the Union, that number will be 440 million people. It is a huge market nonetheless. Prior to joining the European Union, we were very much dominated by the...

Seanad: Finance Bill 2018: Second Stage (27 Nov 2018)

Colm Burke: ...across the country in the past two or three years have resulted in increases for those on lower incomes. We have also brought stability to this country in that unemployment has come down from over 15% to almost 5%, which is a huge change. We now have the highest ever number of people employed in this country. As a result of that we have more income coming into the State and can therefore...

Joint Oireachtas Committee on Health: Cancer Screening Programmes: Discussion (23 May 2018)

Colm Burke: I thank the witnesses for their presentations. The witnesses referred to 15 laboratories in the mid-1980s. My understanding is that there are now two laboratories in Ireland that do this work. Are there other laboratories doing other medical analysis that could take on some of this work if they got the staff? What is the position relating to laboratories overall in the country if we...

Joint Oireachtas Committee on Health: Review of the Sláintecare Report (Resumed) (14 Feb 2018)

Colm Burke: ...reports. It it appreciated. My first question is about care of the elderly. The report states there are now approximately 640,000 people over 66 years of age and that the figure will be 1.1 million by 2030. The current ratio of people in nursing homes and community hospitals - there are approximately 23,500 under the fair deal scheme - is 27,000. That figure might be wrong, but that...

Seanad: Control of Economic Activity (Occupied Territories) Bill 2018: Second Stage (Resumed) (30 Jan 2018)

Colm Burke: ...used on fences to control where Palestinians can go. To me, it is appalling that this exists in part of the area we are discussing. We have a part to play. Ireland has a population of between 4.5 million and 5 million and is part of a community of 500 million.I think the biggest mistake that Europe has made in the past ten years in not appointing a high powered person to deal with...

Seanad: Home Care Services: Motion (28 Jun 2017)

Colm Burke: ...of State. I am not following him, but this is our third time to run into each other today in various debates. This is an important issue in how we plan health services. While over €760 million has been put into older people services, of which €373 million is for home care provision, it is a service we will have to continue to grow for several years. Over 10.5 million home...

Seanad: Order of Business (22 Jun 2017)

Colm Burke: I wish to raise the issue of orphan drugs and rare diseases. Approximately 370,000 people in Ireland are affected one way or another by rare diseases but only 5% have a licensed treatment option. Our main problem relates to orphan drugs, namely, drugs that are made available, are still being worked on and are expensive to develop. Of the 148 orphan drugs available to people with rare...

Seanad: State Claims Agency: Motion (7 Oct 2015)

Colm Burke: ...does not have a right of reply. Another interesting point in relation to the State Claims Agency, with which I have been in correspondence on various issues, is that while a claim may be worth €5 million, the settlement amount can be €15 million. We do not hear about this; we hear only about the award made. The agency's role is also to protect taxpayers. I am not...

Seanad: Order of Business (9 Jun 2015)

Colm Burke: ...to discuss this matter. They prepared a detailed document about the net cost to the State but ignored the financial cost, which is a small amount. Between now and 2020 it would cost less than €5 million. There is a huge incentive for people who have given up their jobs and who want to remain here but are not entitled to currently to write off the interest on their borrowings...

Seanad: Commencement Matters: Nursing Homes Support Scheme (30 Apr 2015)

Colm Burke: ...the Minister of State. My question concerns the public perception of the fair deal scheme, which was set up in 2009. The structure was that people would pay 80% of their pension or income and 5% of their assets for a maximum of three years. That was subsequently raised to 7.5% of assets. The scheme has been operating for over seven years and this year will cost around €970...

Seanad: Order of Business (1 Apr 2015)

Colm Burke: I wish to raise the issue of the housing budget. I welcome the announcement that in Cork city and county over €205 million has been allocated for the period 2015-17. It is very welcome that an extra 2,500 houses or apartments will be built and made available. However, I have concerns about the ability of local authorities to be able to respond to the funding. My concern arises with...

Seanad: Health Service Executive (Financial Matters) Bill 2013: Second Stage (3 Jul 2014)

Colm Burke: ...major problem in understanding that the money we spend on health care is not Government money but taxpayers' money, and currently it is costing the Irish taxpayer, on average, approximately €254 million per week. That is a huge amount of money and, obviously, will have to be carefully managed. In the period 2000 to 2010, no matter what occurred, we appear to have accepted what was...
