Mark Daly: I seek clarification about the engagement on exceeding resources. Will the Comptroller and Auditor General and the Committee of Public Accounts form part of the overall engagement? Exceeding resources is a serious concern for various Departments. For example, there is always a budget overrun in the HSE. There is a particular concern that there should be parliamentary oversight of such matters.
