Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Homelessness: Discussion (5 Mar 2024)

Paul McAuliffe: I will take my own slot now and then allow Deputy Gould and Senator Fitzpatrick to ask a short question at the end. I am anxious to finish by 5.20 p.m. I wish the witnesses had been present for some of the previous discussions we had at this committee, although I am sure they have observed them. What everyone is saying here is that supply is the answer. We have had a good discussion...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Homelessness: Discussion (5 Mar 2024)

Paul McAuliffe: I might put the challenge back onto Dublin Town. Supply is key, and we can sit here all day and talk about what is happening with Housing for All, Croí Cónaithe and so on, but there are still issues not least with large multiples that have a presence in Ireland. They are not in the business of providing housing, so I have seen boarded-up staircases that become part of shopfronts...

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Homelessness: Discussion (5 Mar 2024)

Paul McAuliffe: Some local authorities are better than others. We are very tight on time.

Joint Oireachtas Committee on Housing, Planning and Local Government: Update on Homelessness: Discussion (5 Mar 2024)

Paul McAuliffe: I thank all the witnesses for attending. I also thank those of all ages who are in the Public Gallery for joining us as well. If there are additional requests the witnesses would like to make in writing to the committee for inclusion in our reports, they are free to do that and they should send those on to us. I remind members of the select committee meeting in the room at 6.15 p.m.

Paul McAuliffe: Does the Deputy wish to speak to the other amendments?

Paul McAuliffe: Does the Deputy wish to address the other amendments?

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: I am conscious that we are speaking to the amendments. While the intervention of Deputy Ó Broin is a helpful suggestion, we might just keep the focus on the amendments.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: I will let Deputy Matthews respond and then bring in the Minister of State to respond to Deputy Eoin Ó Broin.

Paul McAuliffe: I ask the Minister of State to reply to Deputy Ó Broin's request.

Paul McAuliffe: Does Deputy Matthews wish to respond to Deputy O'Callaghan?

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: I have four amendments in this group. They relate to various areas and I might get the response of the Minister of State on each one. Amendment No. 396 relates to providing sufficient suitable lands for renewable and low-carbon energy zoned lands. It is to ensure that renewable and low carbon energy has a practical resource to provide the energy in a positive way consistent with...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: The purpose of amendment No. 607 is to address concern regarding section 15 of the climate Act, which requires planning authorities and the commission to exercise their duties in a manner consistent with a set of policies and objectives set out in the amendment. Section 83 appears to change this and relies on the wording "have regard". There is a concern among those involved in energy...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: That would be welcome. I am not sure I agree with him that the term "have regard" has a similar strength to "be consistent with". Any basic reading of the wording would suggest that. The idea of the Bill is to make things better. In this case we are trying to maintain the status quo and stop disimproving the situation.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: I ask the Minister of State to reflect on it. That would be useful. May I hear the Minister of State's response on amendments Nos. 760 and 761? It would be useful.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (5 Mar 2024)

Paul McAuliffe: I am happy to withdraw all four of the amendments I have put forward on the basis that the Minister of State will come back to us on the first two and that he will be as good as his word in respect of the final two.

Child and Youth Mental Health: Statements (29 Feb 2024)

Paul McAuliffe: I acknowledge the motivation of Deputy Ward in bringing forward the Bill earlier in the week. I commend the Minister of State, Deputy Butler, on making this time available to discuss this issue. At the core of both of those things is a recognition that we know the people coming to our clinics need a better service. That is where we have to start. If we get into the game of second-guessing...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (29 Feb 2024)

Paul McAuliffe: Two commitments in the programme for Government were welcome, those being, addressing the issue of apartment defects and reviewing the Multi-Unit Developments Act, or MUD Act, which governs management companies, sinking funds and management fees. In the coming months, we will see owners’ management companies, OMCs, receiving millions, if not billions, of euro in Government support....

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (29 Feb 2024)

Paul McAuliffe: It lies with the Minister for Justice, Deputy McEntee.

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (29 Feb 2024)

Paul McAuliffe: Yes, but not the review of the MUD Act. This is not a conversation, though, and I do not want the Ceann Comhairle to have to tell me that.

Public Accounts Committee: Financial Statements 2022 - Tusla-Child and Family Agency (29 Feb 2024)

Paul McAuliffe: The benefit of being in the committee room is we cannot hear the bells going off that are outside. The housing committee has had a series of votes. I apologise if I cover areas that have been covered, although I heard earlier some of the contributions on yesterday's controversy around placing people in accommodation where documents had been - maybe there is no better word than -...
