Thomas Gould: For a number of reasons, I will not go into that specific case. Colleagues have made good points as to why there is an issue with the words "insofar as is practicable". We have seen evidence that some local authorities do not co-operate and do not work in a sustainable manner. If the management of a local authority has issues with funding, it might see that rezoning a particular location...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (7 Mar 2024)

Thomas Gould: The Tánaiste might remember in 2020 and 2021 SouthDoc Blackpool was closed. After a strong campaign by residents on the northside of Cork, it reopened later in 2021. At the time, the HSE said the closure posed a serious risk of unnecessary presentations to acute hospitals. More recently I have been contacted by constituents who told me they cannot see a doctor in SouthDoc and staff...

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (7 Mar 2024)

Thomas Gould: Without repeating what my colleagues have said, there is reference to the historical in section 24(1)(j). I do not see why it would not be also included in the previous paragraph. We are nearly there with this section, with these lines, and the word "historic" could be included. It is a no-brainer.

Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (7 Mar 2024)

Thomas Gould: I will respond to Deputy McAuliffe's point as someone from Knocknaheeny where the houses were built 20% smaller with substandard material. It was probably the only constituency in Ireland where a church was not built. The...

Housing Targets and Regulations: Motion [Private Members] (6 Mar 2024)

Thomas Gould: In the middle of all the statistics, targets and missed targets of this housing crisis, it is very easy to forget about real people and the real trauma they are experiencing. Just this morning, two people contacted my office. One was a mother with a four-year-old child who is couch surfing in her family's home because she cannot find anywhere to rent. She is on the social housing list....
