Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: I thank Ms Tacon for her presentation. Has anybody lost a contract as a result of approaching the adjudicator? Ms Tacon has explained how she tries to protect the suppler. Have there been cases where retailers have dropped suppliers because they asked the wrong questions?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: Good.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: I can see that the work done by the adjudicator is effective. I suppose there are limitations in terms of what she can do when pricing is off the table. In terms of our learning from her, price is the elephant in the room. Remarkably, the number of forensic audits have reduced from 45% down to 7% now. What is a forensic audit? When the percentage was 45% what were the main things that...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: Was there a change in legislation in terms of how far back the auditors could go?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: Were there repercussions for the auditing departments?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: Good. We have to solve the pricing problem but I want to discuss the variance in contracts that suppliers have. One can see the ones that perform okay and adhere to the code of practice. Has the adjudicator discovered models of good practice? The retailer must, at all times, deal with its suppliers in a fair and lawful manner, and in recognition of the supplier's need for certainty as...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: The key to resolving the matter lies in the contract between the supplier, retailer and producer. Has Ms Tacon come across any contracts which are models of good practice which include fair forecasting that can give a level of predictability to the supplier for what they will receive for produce?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: Is it the case that it is not legislated for but is just left to the goodwill of the supplier and retailer in terms of the kind of contract which it draws up?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: The challenges in Britain are similar in terms of beef prices. Can Ms Tacon compare and contrast the contracts used in milk prices and at the milk mart as opposed to the beef suppliers?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: That is one of our key problems here in trying to find a model of vertical alignment that will meet the needs of the producers or at least introduce fairness for the producers into it. That is the key to how we will solve the problem.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Unfair Trading Practices: Discussion (5 Nov 2019)

Rose Conway Walsh: It is and it is impossible to introduce fairness in the code of practice. It will never be achieved without our tackling the elephant in the room which is pricing.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Medicinal Products Availability (23 Oct 2019)

Rose Conway Walsh: I thank the Minister of State for coming to the House. He will know that I had requested the Minister for Health, Deputy Harris, to do so, but I appreciate the Minister of State's presence. I hope the Minister has communicated with him on the issue of Spinraza. The Minister of State will know that we have been fighting for Spinraza to be made available for the past two years. We were...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Medicinal Products Availability (23 Oct 2019)

Rose Conway Walsh: I do not take heart from the statement as it outlined what I already know. The issue is one of resources and the Minister for Health has not given a date for the administration of Spinraza. While the Minister does not have a role in the workings of the HSE, he has a role in ensuring that drugs that are approved are then administered. We need a date for these children notwithstanding the...

Seanad: An tOrd Gnó - Order of Business (23 Oct 2019)

Rose Conway Walsh: Yesterday, the Taoiseach apologised to women and families affected by the operation of the cervical screening programme. Certainly, I welcome that apology and it was welcomed by those who were most affected. However, those words must be followed by action. We saw yesterday also that another seriously ill woman is being dragged through the courts. While the State must fight different...

Seanad: Death of Former Member: Expressions of Sympathy (23 Oct 2019)

Rose Conway Walsh: This is one of the more enjoyable sessions in the Seanad. One can almost feel Feargal Quinn is here. I thank everyone for sharing their stories. I did not serve with Feargal Quinn, but what Senators McDowell, Norris, Wilson and Noone have shared is very important and it is enjoyable to listen to. On behalf of the Sinn Féin team in the Seanad, I welcome Feargal's family and will say...

Seanad: An tOrd Gnó - Order of Business (22 Oct 2019)

Rose Conway Walsh: I know the Acting Chairman does not want to hear what I have to say.

Rose Conway Walsh: The Senator can stick his fingers in his ears

Seanad: An tOrd Gnó - Order of Business (22 Oct 2019)

Rose Conway Walsh: I think the House can guess what I want to talk about. We need to talk about the significance for the Oireachtas of the revelations regarding voting behaviour last week.

Seanad: An tOrd Gnó - Order of Business (22 Oct 2019)

Rose Conway Walsh: With all due respect and respect for the procedures of this House, I think this is an extremely important matter that needs to be discussed within this Chamber.
