Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Department of Housing, Planning, Community and Local Government and Mr. Séamas Ó Tuathail, SC (25 Jan 2017)

Lorraine Clifford Lee: And how many amendments were decided on the same day.

Seanad: Order of Business (7 Feb 2017)

Lorraine Clifford Lee: As clearly outlined by my colleague, Senator Mark Daly, it is clear from Arlene Foster's disgraceful comments yesterday on the Irish language that it is coming under attack north of the Border. From speaking to European colleagues, it has come to my attention that the Irish language may also come under attack in the European Union as a result of Brexit. As the Government has decided that...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: I will be as brief as possible. My questions are directed to the Department officials. The Irish Water assumed compliance rate to the end of 2017 was 73%, with expected cash receipts of €259 million. Following the suspension of water charges in the first quarter of 2017, the Department of Finance adjusted the expected cash receipts amount by 25% to €194 million. On what...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: On what basis was it assumed that the compliance rate would be 73% given actual compliance in 2015 was 53%? On what basis was it expected there would be a 20% increase?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: As matters progressed, did the Department not see a need to readjust that figure?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: So there is no reality to the 73% rate?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: Is Ms Fitzpatrick speaking about an atypical pattern from abroad?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: My second question was whether the Department of Housing, Planning, Community and Local Government will be allocating resources to the public pay deal.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)

Lorraine Clifford Lee: It is a question I am very eager to get a response to.

Seanad: Civil Liability (Amendment) Bill 2017: Second Stage (8 Feb 2017)

Lorraine Clifford Lee: I welcome the Tánaiste and Minister for Justice and Equality to the House and thank her for her statement on the Bill and her comprehensive run-through of its provisions. Fianna Fáil is happy to support the Bill. We feel it is long overdue and are very happy to see it before the House today. As a practising solicitor, I know that it will have a very real impact on people's lives....

Seanad: Amendments to Councillors' Conditions: Statements (8 Feb 2017)

Lorraine Clifford Lee: I thank the Minister for coming to the House. Like many of my colleagues have said, this package is welcome. I also want to speak about the unequal treatment of the 232 councillors in the Dublin local authorities, Galway city and Cork city. They do not qualify for the extra €1,000. I understand the reason given that they are not part of municipal areas. They are all part of area...

Joint Oireachtas Committee on Children and Youth Affairs: Affordable Child Care Scheme: Discussion (8 Feb 2017)

Lorraine Clifford Lee: I thank the Minister and other witnesses for attending. I have a couple of questions, which I will keep as brief as possible. I wish to return to what the Minister said about the targeted scheme not being fully ready by September. Does that mean people will not be able to avail of the targeted scheme if it is going to be dealt with manually? Will it be available on schedule in September?...

Joint Oireachtas Committee on Children and Youth Affairs: Affordable Child Care Scheme: Discussion (8 Feb 2017)

Lorraine Clifford Lee: Is that as a right or do various assessments have to be done?

Joint Oireachtas Committee on Children and Youth Affairs: Affordable Child Care Scheme: Discussion (8 Feb 2017)

Lorraine Clifford Lee: I have to go to another meeting shortly. It was on people who have an income from a former family home which is in negative equity and who had to move out because it was too small for their family. That is a big issue in Dublin. That income should not be taken into account because it is offset against the debt.

Joint Oireachtas Committee on Children and Youth Affairs: Affordable Child Care Scheme: Discussion (8 Feb 2017)

Lorraine Clifford Lee: It is a separate issue. Many families in my constituency and right across Dublin and other urban areas only have that income. It is not on an asset, it is on a liability.

Joint Oireachtas Committee on Children and Youth Affairs: Affordable Child Care Scheme: Discussion (8 Feb 2017)

Lorraine Clifford Lee: It would be a very targeted measure where one could show it was one's former family home which is in negative equity and that one was now renting a new home.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)

Lorraine Clifford Lee: I thank the Chairman for facilitating me and thank the witnesses for their presentations. I have a few brief questions on water conservation and the information campaign on water charges. How were the public informed about water charges? Is there a continual education programme on water conservation? The comments on district metering were interesting. It has been claimed that district...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)

Lorraine Clifford Lee: Is Mr. Jones satisfied that Welsh Water is running an effective conservation programme given that only half of the company's customers are metered?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)

Lorraine Clifford Lee: Does Mr. Millican consider the absence of domestic water meters to be a barrier to water conservation?

Seanad: Commission of Investigation relating to disclosures by members of An Garda Síochána: Statements (9 Feb 2017)

Lorraine Clifford Lee: I thank the Tánaiste for her statement. Fianna Fáil welcomes the decision to launch a commission of investigation into the allegations of a Garda-managed smear campaign against Garda whistleblowers. The establishment of a formal inquiry to examine these serious allegations is necessary. Fianna Fáil has been clear in saying that such an investigation is needed. We look...
